ALOR SETAR, May 16 (Bernama) -- The RM36 billion Sungai Limau Hydrocarbon Hub (Sulihh) project in Yan near here has stalled due to technical and financial problems, said Kedah Menteri Besar Datuk Seri Azizan Abdul Razak. Responding to criticisms from Gerakan, he said the state only provided a site while the capital would come from developers. "The state government did not make an open tender for we do not have the money. Had we opened the tender, the state government would have to spend money. "Although the deadline given to Merapoh (Merapoh Resources Corporation Sdn Bhd) had lapsed, we have not shelved the project. Now we wait. If (Merapoh) comes back, we will revive the project.
"And if other companies flushed with money are interested (to invest), they are welcome. But they have to seek approval from the National Physical Development Council first as the project was initially approved to Merapoh," he said after chairing the state executive council meeting here today.
Meanwhile, Gerakan earlier urged the Kedah government to clarify Sulihh''s status as the project seemed to have fizzled out after its launch in October 2010. Kedah Gerakan youth chief Tan Keng Liang said the state government had signed the project with Merapoh and Hijaz Refinery Sdn Bhd (Hijaz Refinery) to develop the project in December 2009.He said, however, the state government told the State Assembly in November 2010 that Hijaz Refinery had withdrawn from the project while Merapoh had yet to make any investment until the end of 2010, and failure to do so would mean the project would cease to exist. Two companies, namely Hong Kong Beijing Star Ltd and Winson Investment Ltd were said to be interested in investing RM18 billion each in the project, but there was no further development till the end of 2010, he told reporters here today.Questioning why no open tender was made in awarding the project as espoused in the Orange Book by the opposition, he said the failure to get the project off the ground was an embarrassment to the state government and the people of Kedah.
